I've setup an enrollment customisation and added it to my prestage but when I test it, its not displaying. Any ideas?

Under prestage enrollment I have it selected and I'm also selecting some of the other screens like Siri not to appear to the user which does not work either. Keeps displaying the ones I have selected.
