Best Way to Enroll and Install Programs on hundreds of new MacBooks

Our institution is getting a shipment of a couple hundred new Macs, so we're trying to figure out the most efficient way to install our programs (like Sophos, Google Drive, Drive File Stream, etc.)

In the past, we've set up one computer and used Thunderbolt and target disk mode to clone it. Now with APFS it's very hard to do this, so we need an efficient alternative.

Any ideas would be helpful.

Are these shared devices or single user? If single user, use DEP, setup a prestige enrollment, and then push the software after enrollment.
