Restricting VPN on iPad's

First time poster. Recent lurker since we bought Casper. I'm trying to restrict creating VPN's on my iPad's I have enrolled in DEP and can't seem to find the best way to do this. Can anyone help me out?

I would also be interested in doing this if its possible.

I don't believe there is a way to stop it from Casper. If you have a firewall with good category lists of sites you can block the VPN category.
