Have you tried to import the file via the PPPC Utility, make your configs and then just upload and deploy it to you other devices?

I believe the solution is in the privacy and security. I had the issue. Gave full access to team viewer...then I was good to go. Via PPC Utility or how did you solve this?

I had the same issue, contacted apple support and was told "they were working on it" and to try again in a few hours. It would be nice if that was represented in the Apple Support Systems Status page. +1 for this!
