Thanks @rderewianko and @twall , I have found the hard way that time machine and DEP don't play well.What I ended up doing was similar to the process outlined by @rderewianko .

@damienbarrett I re-downloaded all packages (even though the previous ones installed fine locally), and it now works. Thanks everyone for your assistance!

@talkingmoose yes, I did add the packages to the policies, and yes the policy executes within 5 seconds or so...

@rviniar The package is straight from http://macadmins.software and installs fine if I launch it manually. I don't seen anything out of the ordinary when looking at Jamf Admin.
