There is another payload for forcing on-device dictation. Are you
currently using that? Incidentally, what setting do you have for the
dictation profile? You ought to not need it by default if you want the
iPad to have its standard dictation function...
It's expected behavior. Once the Macs are removed from JAMF Pro, they
are effectively stuck with what they have in terms of policies and
profiles. You'd need to re-enroll in order to regain control from JAMF
