What’s the best way to sync an institutional FileVault password when it does not match the User account password password?

So we can no longer use the macOS installer on an external HD with the 2018 MBPs? I take it the T2 chip prevents this? How do we manage our macOS now? Third party software isn’t going to support the latest macOS right away.
