I've recently deployed new Macbook Pro's and all the new devices have this VPN popup each time they connect or disconnect from the network. The devices don't have any VPN profiles configured on them, nor is there a VPN setup for them to use. I suspect it's due to Cisco Umbrella, but is there a way to disable this pop up via JAMF or possibly a script?
