In another thread, they determined that Chanhassen, MN hadn't given the green light for Paisley Park to open as a public attraction, and that it wouldn't be open during JNUC:https://www.jamf.com/jamf-nation/discussions/21525/no-approval-for-museum

I believe they did eventually get permission. I got an email from them and they appear to be selling tickets:
