USB disabled for iPad that has restarted

Hello! I have an iPad 7 that died after being turned in. It is no longer where it has a saved network connection.

The iPad has a passcode lock on it, preventing me from being able to access wifi settings, so I am unable to communicate with the device via JAMF. 

So I decided I would attempt to wipe it in iTunes, but it looks like that upon restart, an iPad with a passcode also prevents the user from using the lightning port until the passcode has been entered. How can I wipe this device out?

The data on the device is not important as I'm attempting to configure it for a new user.
