How do you create a push for the built in Cisco IPsec VPN on 10.6.4?

You can export it as a .networkConnect document. You may need to manually edit this file (it's fundamentally a text file) to ensure any usernames/passwords aren't included if you don't want them to be. I'm doing this with groups/shared secrets, not certificates, since there were other issues forcing this approach.
