Accessibility showing up in setup, but checked in Prestage

Hello,

  We are currently running into an issue on Monterey machines where Accessibility will still show up in the setup assistant, even though it is checked to be skipped in prestage. Can accessibility no longer be skipped? No other prompts are showing.
