Add further keyboard layouts by Policy/Script?

Hi.

I'm not sure how you handle this but we would like to add further keyboard layouts to our client systems by a policy/script.
I know that the com.apple.HIToolbox.xyz.plist get modified.
But the XYZ is different on every system.

Does anybody know if it's possible to do this via a Policy/Script?
