Is it just me, or is the typical block of mesu.apple.com and appldnld.apple.com not preventing the update of iOS to 10?

+3+4We blocked both for our iPad networks and find it is blocking the update. When users attempt to check for updates, they get "Unable to Check for Update."
+21The usual method of blocking is working for us. My test iPad is seeing the update, but fails with an error when you actually try.
