CasperCheck upgrade to 9.9

I have been trying to upgrade our CasperCheck to use the 9.9 quick add. I created a new one, copied to the server, and ran caspercheck, and it verifies the connection, but fails to download it.

when I put in https://our.server/QuickAdd.pkg.zip to Safari, I get a 404 - Can't find resource.

Then I tried our JSSReport, and that's failing too. I verified the proxy settings multiple times, tried commenting and uncommenting out the lines, and nothing seems to work.

This was all working, before, though I don't check on either of them frequently, so I don't know how long they've been broken. My guess would be the upgrade from 10.11.3 / Server 5.0.15 to 10.11.4 / Server 5.1 is when it broke.

Any thoughts how to get this resolved?

    in an effort to troubleshoot this, I loaded the same quick add on another 10.11.4 box w/ Server 5.1, added the file to the website location, and was able to https://machine/Quickadd.pkg.zip and was able to download the file just fine, so it's something that's on the main server that's the problem, but I'm not sure how to troubleshoot what.
