Commands are not going through to my devices

I have 4 iPads that are all identical hardware. All 4 are managed and supervised. I am sending commands however they are not responding. Command remain in the pending status. I currently have commands pending to add to a static device group for over 15 minutes and no signs of progress. on 3 I was able to send commands to change the name yet on one this command did not go through. I verified all are connected to the same wifi network which i have confirmed is functional.
