If i create a local admin at prestage enrolment, when that user logs in, do they create a secure token that can be used in 10.13.4 + ?

+11I have a local admin user created in my prestage enrollment workflow.
Yes, the user created is issued a SecureToken. Which will then allow you to enable SecureToken for other users
