While setting up DEP iPads the iPads sometimes miss the login screen and ends up with configuration error and after retrying or restarting it works again, why this lag is there.

Get use to it. Ipads do this a lot with different things. A restart will fix 99% of issues with ipads.
Make sure the time on the JSS server matches Apple's time servers, that was the issue for us.
If you wait a few seconds after joining the WiFi it'll give the iPad a chance to connect to a time server and set the proper time zone. (You may need to turn on the prompt for Enable Location Services??)
