Deploying OSX WIFI Configuration Profile via Self Service in 9.4 not working

We recently upgraded to 9.4 in order to take advantage of the new self service configuration profiles. If I deploy our WIFI Settings profile in this method, the user is no longer able to connect to our SSID unless they go to network system preferences and click connect. If the user right clicks on the wifi icon and selects our SSID, they will get an error :"The WI-FI network "yadda yadda" could not be joined. I know the profile settings are correct, because if I download it and manually install it, it works fine. Is anybody else having this kind of issue with self-service profiles?

Did you scope it to computer level or user level?

I have deployed an 802.1x loginwindow profile via both distribution methods ( Automatic and Self Service ) to 10.9.2-->10.9.4 clients and it has worked both ways for me.

This was from a newly installed 9.4 site, not upgraded from an older version.
