desktop picture - missing something silly :(

I am trouble shooting the fact that my desktop pic is not showing up.
Is there something says that the desktop pic is supposed to end with a certain .extn?
I have a policy that is copying the file over to the proper location. And it appears that the managed preference is being triggered as there is a file created in the /library/managedpreferences/ area but something is still not happy.
Thoughts?

As it turned out there was something weird about how the pic was named, apparently something in MCX does not like under_scores.

Did you save the file from a location that may have admin or local user permissions stuck on it? Try changing the permissions of the file to everyone Read & Write and see if that helps?

How are you trying to set the desktop image? MCX, Profile or script.
