I'm currently in controlled environment, managing our computers manually until we have jamf in place. Currently there's a customize option that just hides the preference for iCloud but ideally we would like to completely remove it altogether. Would anyone know a good place to start with this?

+21Configuration profile. When you get Jamf, you can deploy the payload easily. Until then, you could create a configuration profile from another source, maybe macOS Server.
Once you have the payload set, install on the Macs you want.
