Without shared option, how can we prevent students to use their personal icloud account to lock school ipads and force them to use only the Apple ID School managed?

lots of ways to skin a cat .. you really need to do trial and error to find what's best for your environment. Example shared device you can use apple classrooms and kiosk mode or you can lock the device down so nothing can be changed, normal there is an option to block modifying of the accounts.. essentially you would have to set up the device as desired then put it into the group that has that configuration.
