Disable User AppleID Set-Up and Disable Siri Set-Up on Mac OS 10.14+

It looks like the ways of disabling the pop-ups of AppleID and Siri Set-Up for new user logon are no longer working for plists. I see that in JamfPro you can do it with a Configuration Profile under Login Window. Is there a way to do this without including a bunch of the other Login Window settings being locked down by a Configuration Profile? Currently it says I have 5 settings

- Set-up Assistant
