disabling icloud for users on iphone

I'm new to MDM. Our organization is using it solely for iPhone management. I'm wondering, is there a way to create a blueprint that bypasses the need for an iCloud account to install apps and remove others. In other words, we want to deploy phones with a few Microsoft apps, remove a bunch of Apple apps all without having to sign users up with an iCloud account.
