The plist seems to say disabled=true but if I unload it, netstat says it is running again after reboot.
One theory is bootp is launching it despite its plist.
Unfortunately a lot of GUI controls for these are gone in Server 5.8
and I don't see clear commands for manipulating the
/System/Library/LaunchDaemons/tftp.plist and /System/Library/LaunchDaemons/bootps.plist and /etc/bootpd.plist
Any pointers appreciated.
