I totally forgot about this. I just tried the command and it downloaded the installer! Great!
+2I typically download the InstallAssistant.pkg files as they're already packaged by Apple. VPP has proved to be very unreliable for me. You can get the download links for Big Sur versions at https://mrmacintosh.com/macos-big-sur-full-installer-database-download-directly-from-apple/.

This has been a known issue going on with some endpoints not seeing 11.6.1. Try running the below command and then reboot the endpoint. It should then see it.
