It's disconcerting there is no response to this, I have this issue as well. What started as one site with a duplicate name has become all my sites. I guess it's off to support for me...

I am also seeing this.

I can say that in my environment, each of the options has the correct ID, so it doesn't matter which is selected.

Brought to my attention today and I am running v10.7.1-t1536934276. Sites are definitely not duplicated in the Sites settings.

We are having this problem as well. I think we actually saw it after upgrading from 9.100 to 10.3.1.

I started investigating it but got sidetracked by more pressing issues.

If I remember correctly, I think my first theory was that it might have been related to some of our site admin users being in two different Active Directory groups: one that grants rights to enroll in a site and one that grants admin rights to the same site.

However, with over 50 sites and twice as many site admins I have not had time to get back to testing my theory to see if that pattern holds across all of the sites that appear duplicated. Part of the problem being that each site admin sees different sites duplicated because they might be in many AD groups that allow them admin rights to multiple sites and they may only have User Initiated Enrollment enabled for some or all of their sites.
