You want a local user account on all machines, or like a domain account? also, what version of OS X are you guys running? There are many ways to do this, just depends on exactly what you want to do

If you are running Casper 7.1 you can do this as a managed preference..
I've tried this and it works very slick, and can be scoped the same as
any other policy.

Under the Managed Prefs Templates, it is the item "Disable Guest
Account" (just set to False) within the com.apple.MCX area.
