Anyone know how to download a full version of Big Sur? Seems like I only get the 25MB version which won't work to run the upgrade using Self Service. There is yet to be a Big Sur Patcher released.

I hope I'm not misunderstanding your question. The easiest way would be to go through the App Store. Grab it from there and if it launches after downloading just cancel it. The latest installer will still be in your Applications directory. Right now it should be v11.1

Is the size problem when you package it or when it’s downloaded?

Were can I download just the patch itself (3GB) not the full app (12GB). right now I am deploying the full app which is flooding our VPN.

I've followed older steps but with Big Sur they do not work.
grab files from /Library/Caches and /Library/Updates
