FUT and FEU Issue with Mavericks 10.9.2

I found an issue with the FUT and FEU feature. It was changing permissions on the /users/{user}/Library/keychain folder. This was causing users who login via AD account to get a message that the keychains could not be found. I was able to fix this issue with creating another DMG that modified the permissions and set it to the last job to run. I went back and looked at all my jobs and did not see this folder inside the dmg so I am confused how this got changed in the first place? Now any job I run I need to reset permissions on the folder. There is something changing this internally and I want to see if there is anyone else having this issue and if they have done anything to fix. om on 9.22 server
