Trying to figure out would it be a waste of time to download this and push it out based on all the AD bugs that were created in 10.14.2.

No word in the release notes about any bug fixes for the AD accounts.

I'm still login in with the older password in Mojave, I thought it was only me.

It specifically addresses AD issues:

macOS Mojave 10.14.3 Update
This update improves the security, stability, and compatibility of your Mac and includes the following enterprise content: When making a file-sharing connection that uses a valid Kerberos TGT to authenticate, users are no longer prompted to enter credentials.

We also encountered an "use old password"-issue where some users had to use their old password (primarily while off-network). That issue was addressed in 10.14.4:

That fix should also apply to FileVault-encrypted devices where "use old password"-issues have occurred.
