I can figure out how to do it in Outlook 2011 (or rather, pmbuko did: https://derflounder.wordpress.com/2011/01/26/enabling-the-hide-on-my-computer-folders-checkbox-in-outlooks-general-preferences/) but I don't appear to be able to figure this out for Outlook 2016.

Composer highlights a new plist that are getting changed when I switch it over (~/Library/Containers/com.microsoft.Outlook/Data/Library/Preferences/com.microsoft.Outlook.plist) but editing that value doesn't seem to force it to take effect in Outlook. There's also a database located ~/Library/Group Containers/UBF8T346G9.Office/Outlook/Outlook 15 Profiles/Main Profile/Data/Outlook.sqlite but I can't seem to find any other references to hiding "On My Computer."

Any one else trying to track this down?

I'm just starting to go through the preferences, but believe i found it...

this should work under the user.....

defaults write com.microsoft.Outlook HideFoldersOnMyComputerRootInFolderList -bool true

I looks to write them to

~/Library/Containers/com.microsoft.Outlook/data/Library/Preferences/com.microsoft.Outlook.plist
