Well as it turns out, the FIRST time we tried this new method of acquiring apps, we got stuck. We issued the VPP credit to the VPP account just fine, bought the app with the credit, just fine. After the app came down, we discovered the user also wanted to spend $10 on an in-app purchase.
Can we do in app purchases with the VPP?
How do we proceed?

+20Thanks @bentoms I was wondering about this because I didn't see a thing in the VPP portal to buy in app purchases. The bigger question becomes, how do we make purchases for individual Macs where the app has been assigned?
In this case, the VPP app will be delivered to a single Mac. If this was a lab of Macs and I had to do in app purchases for each one, that sounds like a real nightmare for management and delivery.
