In-House App distribution Jamf Pro 10.3.1

Hi, we have not really utilized the In-house app distribution feature but have a request to do so now.
the App Size is 32 mb. I have uploaded the .ipa using the upload feature in Jamf Pro, but never saw it show up so I manually copied it to:
C>Program Files>JSS>Tomcat>webapps>ROOT>inhouse

I have increased the MaxPacket Size in MySQL from 16 to 64 MB
Scoped to a single iPAd and get the dread "Pending - Application is not available to install"

So... anybody using in-house app distribution successfully?
And in 10.3.1?

I am having the same issue. I had to wipe and image an iPad that had our app installed, but after the wipe and re-enrollment, the app starts to download, goes to "installing" for a sec and then fails with the same error. When I look in the console, I see the app as "pending" for that device. Luckily, I have an AirWatch environment where I will test this app next.
