"In Use" license count in VPP, Device Assigned VPP asking for Apple ID

We are deploying Microsoft Office products to all of our iPads but the "In-Use" count is off. This is for iOS devices.

Microsoft Excel - 852
Microsoft Word - 852
Microsoft PowerPoint - 748
Microsoft Outlook - 852
Microsoft OneDrive - 852

They are all scope to the same Smart Mobile Device Group with 852 devices in them. For some reason, some devices doesn't get the MS PowerPoint installed automatically using VPP. It prompts for Apple ID to be entered for the app to install. I checked VPP to make sure there are enough license added to our VPP account. I even added several more to see if it refreshes.

Anyone experience this issue previously?

Sounds like you're doing User Assignment?

Did you check the "Assign VPP Content" box under the VPP tab in the Mac App Store Apps policy?

Also check it is scoped to "all users AND all devices". That has helped me in the past.

I'm having the same issue, asking for AppleID at installation of all apps.

I have "Assign VPP Content" checked.

I've checked everything. I had MS word and MS PowerPoint deploying side by side but still getting the same issue.
If I ever find the solution, I will post it for anyone having the same issue.

I just upgraded to 9.100.0 latest version and the problem is fixed. It might have been a bug in JSS.
