I just started noticing this as well. Rebooting the iPad looks like it may clear it up. For how long I don't know.

Did either of you find a solution for this by chance? Currently having this issue and going nuts trying to figure it out. Thanks!

Is this during the enrollment process or after a device has been enrolled for awhile and you just want to add new applications to the device?

This might be relevant to a similar support call I have open with jamf. I noticed when setting up some class iPads that apps would re-install themselves multiple times whilst the iPad was installing lots of other apps. I'm not sure what is causing it but it's frustrating as it takes a long time to set these iPads up now.
