I have found that on an iOS 13.2.3 iPad, Reset Home Screen Layout moves a configuration profile Home Screen Layout WebClip from the Dock to the Home Screen. Have to depoy the profile again to move it back.
Cannot move icons any other way under our profile restrictions.
Doesn't happen in iOS 12.4.3 .
Not a huge issue, just really annoying.
