iPads are not communicating with server when on lock screen

We just migrated to Jamf and added few devices. I have noticed that when the iPads are locking (WiFi is still enabled) they are not being inventoried until the users unlock them. As anyone had this problem before? I can't push any updates or run inventories when they are locked.

As far as I understand it this is normal iPad behavior. We are an iPad 1:1 district with 13k devices and see this as well. There are certain commands that will not be processed until the iPad is unlocked due to Apples Security features I think. You will usually see "The Device Was Busy" error. If I am impatient I just remove the passcode to get it through.

Thank you for your answer. It is weird because I did not have this issue with Airwatch. So I thought it was a setting that was missing or a problem with the WiFi.
