JAMF Connect using Google OIDC keeps asking to accept offline connection

I am using JAMF Connect 1.3 with Google OIDC and the logon process keeps asking me to "Allow" offline access.

I added the <key>OIDCIgnoreCookies</key>
<true/>

to my .mobileconfig file (tried both a .mobileconfig AND a .plist neither work) and the screen keeps being presented at every user logon.

Any thoughts?
