We have a configuration profile for "Login Window" which is set to show the "List of users able to use these computers" - but all our Macs with macOS 12.0.1 (Monterey) are configured to show (only) "Name and password text fields" (of course this setting is greyed out on these Macs because of the configuration profile).
+7Re-applying the (same) configuration profile on all Macs corrected the behavior of the login window, so it shows the list of users again, but the greyed-out setting in "Users & Groups" still shows "Name and password" as the active setting.
