Mixing Apple ID and Device VPP Assignments - Licensing Duplication

I played around today with the new Apple ID-less VPP assignments and noticed a potential issue. We currently have all apps assigned with individual user Apple IDs. We are interested in using device VPP assignments in the future, as well as now with loaner devices. I used Chrome for my test, which was already scoped to all middle school students using Apple ID assignments. When I also enabled device VPP assignments on Chrome, it basically doubled the number of licenses in use. It seems that it looked at every device in scope and licensed it to them even though they already had the app through the user's Apple ID.

Is this expected behavior or am I doing something wrong?

I believe that's intended behavior. I created a Feature Request to have the JSS give the option to automatically remove the user based assignment of the app when enabling device based assignment.

Thanks. Glad to know it not something I am doing. I voted up your request. In the meantime I think we will stick with Apple ID based assignments.
