We are a school and use Casper to manage approx. 500 iPads. We upgraded to JSS 9.21 a few weeks ago. Just this morning, the Notability app disappeared from at least 20 student iPads that we know about and then re-appeared in self-service. We are investigating to see if the problem is more widespread. Some of these students have lost a considerable amount of work. Has anyone else seen this issue?

Is there any chance you had the "Remove app when MDM profile is removed" setting activated for the app?
I'm guessing it could have to do with the MDM profile refreshing or losing the profile for some reason.
Did you upgrade to 9.21 from 9.2 or from a previous version?

My guess is that you have Notability set as a Managed App. If so that is consistent with our experience. This functionality doesn't seem to work. The "solution" is to uncheck the Managed App checkbox.

Before doing anything else have the students turn on iCloud in Notability settings. Why this is not on by default boggles the mind.
