Organizing Web Clips into Folders on iOS 11 iPads

I am trying to accomplish what I would have thought was a pretty easy process:
Organizing various web clips into specific folders on the Home Screen.

iPads: iOS 11.0.2
JSS: 99.101

I am using the Home Screen Layout Payload and can successfully create folders and add apps into them, but web clips just don't seem to work in the same way. AND, since I am using a Home Screen Layout Payload in a Config Profile, I cannot manually move web clips into folders.

Is this even a possibility, or do all web clips need to be listed on the Home Screen pages individually (which is not an acceptable option for the department I am working with?)

If this is not possible is there another 3rd party app, or workaround that someone hasm where I can organize these web clips?

Last I was aware, web clips did not work with Home Screen Layout payloads ... but we are on variation of 9.99. I hate the tedious nature of maintaining HSL configs, but would be nice if web clips played nice.

This is my first time organizing web clips, so this has caught me off-guard that there isn't a tried and true payload for this.

I would also love to have the option to put web clips into folders via HSL configs. It makes it a lot easier for our youngest students to find the apps they need quickly if they are organized into folders, and we push quite a few web clips. Seems like something that should be available, so it's disappointing that this doesn't seem to be possible.
