If I set activation and expiration times for a policy and leave a calendar date out, will the policy only run within that window? So if I set it to activate at 7PM and expire at 11PM, then not set a date for either, will the policy just run then?

You would set a server-side limitation first: Activate on 9/5/2015 and expire on 9/5 or 6?/2015

Then you would set a client side limitation: Do not run between 12 AM to 7 PM, basically making it run between 7 PM to 11PM.

Test the server side limitation, I haven't done an expiration on the same day before so I wouldn't know the results.

I just tried it, if you only put a time in the server side limitations, then save, the times are removed. It would appear thats by design.

I would use client side limitations to restrict the hours the policy is available.
