I have couple of questions when it comes to Apple ID or Managed Apple ID 

1. Max how many iOS devices i can setup with same Apple ID ? As per few articles "You can have ten devices (no more than five computers) associated with your Apple ID for purchases at one time". however what if i do not want to purchases

2. The limit is same if we use Managed Apple ID ?

3. The last query, i want to remove Apple ID without entering password. i know i can do so by resetting a device. is there any other way ? not looking for 3rd party apps

What's your reasoning for using the same Apple ID for multiple devices? You should be purchasing apps in bulk using Apple School Manager or Apple Business manager and pushing them out via your MDM.

I have 15 ipads to be configured with same Apple ID. Will it be possible or is there any restriction on using Apple ID ? I came across few articles stating i can use max 10 devices with same Apple ID

This is the old method of doing things from about 10 years ago before the Volume Purchase Program. Do you have an MDM? If you do, you need to sign up to apple business manager or apple school manager. This will allow you to purchase apps in bulk and assign them to your devices. No need for apple IDs.
