Yes u can and I believe you could do it in a few different ways. What i've done and I'm not sure whether that's the "proper" way is to first make a POST call through the API prior to uploading the package to the distribution point and then upload the package. I did it as part of a bigger project using python, and if interested, I don't mind sharing the code.
