QuickAdd.pkg installation failed no software to install

Hi,

we're getting installation failed no software to install error when trying to install the QuickAdd on 10.11.1

Oct 30 16:40:29 LT07188 Installer[23445]: Install failed: The Installer could not install the software because there was no software found to install.

Oct 30 16:40:29 LT07188 Installer[23445]: Displaying 'Install Failed' UI.
Oct 30 16:40:29 LT07188 Installer[23445]: 'Install Failed' UI displayed message:'The Installer could not install the software.

The Installer could not install the software because there was no software found to install.'.

Works fine on 10.10.5 and Gatekeeper is off. Tried on 2 Machines running 10.11.

Anyone else seen this? Creating a new quick add doesn't work either.

    El Capitan blocked where the jam binary stored on Yosemite. i recreated all the quacked packages on El capital with latest casper suite. they are working. but there is one bug that i've confirmed with JSS, which is the newly created package is not signed even though you selected your cooperate developer certificate when create it.
