Just confirming, there's no way to restrict the install of a specific app if it's a pkg since the process is "Installer".
Trying to block users from manually installing Office 2016.

No, there's no easy way to do this, since it would involve blocking the Installer.app
application, which is obviously going to cause some bigger issues. It might in fact cause Casper related policies that use pkg installs to fail since it could potentially block the installer
command as well (depending on how the Restricted Software title is set up)
Best thing you can do is block the apps themselves, not their installation.
