To run recon locally to enroll a computer, how do I get recon on that local mac?
Put Casper suite on it then run recon? Then remove the suite?

You can also use recon to create a quickadd.pkg file that you can run on the Macs if the goal is just to get them enrolled.

If the framework has been installed you can run the terminal command

sudo jamf enroll -prompt

or if it has never been enrolled then you can have the Casper Suite installer on a USB drive and run recon directly from the Casper dmg

You won't need the full suite, just the application. It will also ask what account you wish to manage the station with so make sure you have that info on hand. In many situations this info is not known by all the IT staff or it isn't an easy password to remember.

I suggest the quickadd package, makes it easy for future use as well.
