Screen Time Passcode doesn't work after Clear Restrictions in JAMF

We test the Screen Time feature on iOS 12 and discover that if we have Screen Time Passcode set, our passcode doesn't work anymore after we run the Clear Restrictions. Does anyone have this issue?

I saw the same thing - after restarting the iPad, the passcode worked again.

It was still screen time locked though.
